この授業では、公共部門である政府の資金調達（財政学）、支出の効果（公共経済学）の基礎的レベルを講義する。ここでは、経済理論的なアプローチに加えて、実証分析の手法と成果にも意が払われます。
In this class, I will teach the basic levels of public finance (revenue of public sector, government) and effects of expenditure (public economics). I will focus on empirical analysis methods and results, in addition to economic theory.
実社会において向き合わなければならない幾多の政策領域を、学生が学ぶ機会は、意外に少ない。もちろん、地域政策、警察政策、環境政策、農林水産政策、まちづくり政策、社会保障政策といった政策領域の専門的かつ実践的な講義・演習が行われているが、我が国政府の担う政策領域は広範であり、それらに加えて学ぶべきことは多い。
大学に限らず、実社会においても、各種の政策に関する諸制度が、どのような考え方に基づいて整備され、現実の社会においてどのような機能を果たしているのか等について各省庁、委員会（以下「各省庁等」）の実務担当者から直接話を聞く機会はほとんどない。また、現実に生じている様々な問題に対して、これらの制度に基づいてどのような対応がなされるか、また、それぞれの制度がどのような限界を持っているか、さらに現在どの様な方向でその改善が企図されているか等に至っては、ごく稀にしか、知る機会がない。
本講義は、国家公務員や地方公務員といった行政官として政策プロフェッショナルを目指す学生及び公共政策について意欲的に学習していこうとする学生に対して、我が国の各省庁等が所管する様々な分野の政策領域を掘り下げ、検討することを通じて、こうした諸政策の基本的考え方を理解してもらうためのものである。また、実務政策学の各科目以外の政策領域についても、学ぶ機会を提供するものでもある。
This omnibus lecture series are taught by guest lecturers who are experts in public policies in various fields. Guest lecturers are public officials of Japanese national government in Ministries, Commissions or Agencies.
This course will give students an opportunity to learn the latest basic policies and systems of national government of Japan and to provide guidance in exploring career paths.
Lectures will be given on Friday Evening in Katahira campus. The first lecture will be held on 12th April. More details will be announced by the beginning of each Semester.
現代社会において教育についてモノ申すことは、すなわち教育制度についてモノ申すに等しい。社会的に営まれている今日の教育は、さまざまな制度によって枠づけられ、支えられているからである。教育改革が教育制度改革として構想され、実施されるのもそのためである。したがって、教育について、単なる不平不満や願望の吐露ではなく、意味のあるレベルでモノ申すためには、教育制度に関する知識、識見が必要不可欠である。本授業はそうした知識、識見の習得を目的とし、教育に関する諸制度についての講義及び討議を行う。／
It is essential to understand that when we speak about education, we essentially talk about the educational system. This is because today's education is operated socially and depends on various systems for support. Educational reform is therefore planned and implemented as a reform of the educational system itself. Engaging in meaningful discussions about education is crucial to have knowledge and insight into the education system rather than just expressing desires or complaints. This class aims to provide students with such knowledge and understanding. The class will cover lectures and discussions on various systems related to education.

行政学は、実証的な観点からその実相を理論的に分析するとともに、規範的な見地からその理念像をも提示する学際的な学問である。本講義では、おもに（1）基礎、（2）制度、（3）組織と管理、（4）政策、の4つのパートに分けて、日本を中心とする行政機構の実態を明らかにするとともに、できうればその将来像についても関説したい。
Public administration studies analyse government and public policy through theoretical frameworks and show normative directions. This course mainly covers four topics: (1) basic of public administration, (2) institution of government, (3) organization and management of government, and (4) public policy.
