目的：我々の社会はますます複雑化していますが、「施設」は、私たちが生きる「社会」の枠組みを作る重要な要素です。建築に関わる人間が、施設づくりに関わると言うことは、社会を作ることでもあります。本授業では、それぞれの施設が果している機能とその意味、そこにける空間の役割を施設種ごとに、歴史にまで遡りながら学習することで、我々の社会を少しでも良くする方法論を学んでいきます。同時にそのことは、運営を考えた、本当の意味の「建築」を作ることにも繋がります。
概要：人間が社会生活を営む意味で何を必要としてきたか、そこで建築や空間がどのような役割を果たしてきたかを学習するとともに、それを実践する建築設計・計画の基礎的理論を習得します。
達成目標等：主要施設種における基本的建築要件（機能、諸用室配置）を理解する。さらにはその社会的意義にまで遡り、運営システムを含んだ社会提案を可能とするプロデュース力の基礎についても耕します。

Objective: Our society is becoming more and more complex, and "facilities" are an important part of the framework of the "society" in which we live. For those of us who are involved in architecture, to be involved in creating facilities is to create a society. In this class, we will study the functions and meanings of each facility, and the role of space in each facility, going back to the history of each type of facility, in order to learn how to make our society a little better. At the same time, this will lead to the creation of "architecture" in the true sense of the word, considering its operation.
Summary: Students will learn what humans have needed in order to live in society, and what role architecture and space have played in this, as well as acquire the basic theories of architectural design and planning to put these into practice.
Objectives: To understand the basic architectural requirements (functions, an arrangement of rooms) of major facility types. In addition, students will learn about the social significance of these facilities, and the basics of production skills that enable them to make social proposals that include management systems.

公共建築＝施設としての時代から、「公共」そのものの意味が変化している現代において、その意味を問い直すことは建築人として必須である。実際、「公共」への問いに真摯に向き合った建築も生まれてきている。本講義では、実際の公共建築を題材として、公共についての文献を読み込み、分析・ディスカッションを行なう。これらを通して、現代建築における公共の意味を探る。なお、分析は数人のチームで取り組む予定である。

The concept of a public has been changing from the beginning of the modern era when people seemed to equate a public building with a facility. These days, people would understand publicness as a more dynamic concept, which has been produced through our daily lives. Upon such kind of changes, some talented architects create interesting buildings that have spaces to encourage the people who are in, seek a new way of publicness. In this course, students read some books about the thinking of the public, consider the relationship between the public and space, and discuss some actual situation of public buildings. Through these works, students explore the meaning of the public in modern architecture.

平成前期の地方分権改革により国と地方の関係性は大きく変容し、地方公共団体の権限が増大したが、分権改革はその後も脈々と継続している。行政体制の面では、分権型社会における新たな役割の受け皿整備の観点から、平成中期に全国的に市町村合併が進められた結果市町村数は約半減し、面積最小の香川県より大きな基礎自治体が誕生するなどしている。
地方行政の面ではこうした大きな変革が成し遂げられてきたが、日本の長年の課題である東京一極集中は一向にとどまらず、人口減少局面への転換と相まって、地方部の多くの地域社会の存続が叫ばれるなど危機感が高まっている。
地方行政の運営面においては、2040 年頃にかけて生じる人口構造の変化やインフラの老朽化等が様々な内政上の課題を顕在化させると言われる一方で、Society 5.0 の到来をはじめとする技術の進展、ライフコースや価値観の変化・多様化は、資源制約等の現れ方を変える可能性がある。このように、過去からの延長線ではなく、将来を展望して見えてくる変化・課題とその課題を克服する姿を想定した上で、現時点から取り組むべき方策を整理する視点が重要であり、地域社会を取り巻く環境が大きく変容していく中にあって、地方公共団体には、豊かで多様な価値観を背景とする住民の暮らしを持続可能な形で支えていくことが求められている。
本講座では、将来の日本の形をも左右しかねない地方自治に関する制度の基礎と現状を理解することにより、今後のあるべき地方自治の姿や地方振興を考える上で必要となる知識の習得と思考力の養成を目的とする。
This course introduces the basics of the local autonomy system in Japan. It will cover topics such as outline of local autonomy, municipal mergers, local public service personnel system, local government finance and regional revitalization.
本授業では、災害対策の基本法である災害対策基本法及び東日本大震災の教訓を踏まえた同法の改正をはじめ、予防、応急対策、復旧復興という災害対策の各場面の法制度全般にわたる法体系を概観するとともに、現実に問題となっている点を取りあげて、主として法的視点から、どのような経緯でどのような考えに立って現行制度が構成されているか、法制度の適用の現場で生じている問題点等を見ていくこととする。なお、東北大学の学生として知っておいてほしい東日本大震災からの復興について、重点的に解説することとする。
第1部は主に丸谷が担当し、第2部は主に御手洗が担当する。ただし、第１0回は島田明夫 東北大学名誉教授・災害科学国際研究所特任教授（客員）に主にご担当頂く。
This course teaches “Disaster Management Laws” and covers the fundamental and thorough principles of disaster management. The detailed understanding of “Disaster Management Laws” is recommended for careers in public/private services. 近年、乳幼児とその親のひろば、子ども食堂、不登校・引きこもりの若者の居場所、高齢者の通いの場、認知症カフェなど、支援の対象、領域の枠を超えて「居場所づくり」が政策の一つの柱に位置づけられるようになっている。
居宅生活をベースにした支援、特に介護サービスや障害福祉サービスの急速な普及により、支援を必要とする方々が、これまでの生活から切り離される形で施設入所するのではなく、地域において支援を受けながら生活を営むことが可能となってきているが、生活の基盤となる地域でのつながりや関わりに課題を抱え、孤立したり地域から排除されたりする課題も生じている。また、社会保障制度は、高齢期の所得保障や医療ニーズへの対応など典型的なリスクに対応する形で発展し保障を整備してきたが、家族や地域社会の紐帯の弱化、女性の労働参加の拡大と出産、育児の両立困難、ひとり親世帯の増加と貧困、学校から社会への移行過程における困難、家族形成の困難と出生の急激な減少、孤立して生活する単身者の増加、住居の喪失や居住確保の困難など、多様化し、これまで整備してきた保障制度の枠組みにストレートに対応しない新たなリスクが生まれ、こうしたリスクに直面して生活困難を抱える者への対応も迫られている。
こうした現代社会が抱える問題へのアプローチとして地域コミュニティの構築（再構築）が課題となり、その拠点としての「居場所」の役割が領域を超えて注目されるようになってきている。ただし、集まる場所を作りさえすれば地域のつながりが生まれるかというと、それほど単純な話ではなく、自分にとって居心地がよく安心できる場所であり、他人との関わりの中で自分の存在を確認できる場所であることが居場所の機能として求められることが指摘されてきている。
本演習は、各領域で展開されている「居場所づくり」について、居場所が今日の社会において果たしている機能や、そのために必要となる要素などについて、各領域における実践からくみとり、それを材料に行政の様々な分野で課題となっている「地域」と行政の関わり方について考察する。
In this cource, we will learn from the practice in each area of creating “Ibasho” (place of belonging) that is being developed in each area, such as the function that a place plays in today's society and the elements necessary for that purpose. We will consider the relationship between "community" and government, which is an issue in various fields.
