本授業では、災害対策の基本法である災害対策基本法及び東日本大震災の教訓を踏まえた同法の改正をはじめ、予防、応急対策、復旧復興という災害対策の各場面の法制度全般にわたる法体系を概観するとともに、現実に問題となっている点を取りあげて、主として法的視点から、どのような経緯でどのような考えに立って現行制度が構成されているか、法制度の適用の現場で生じている問題点等を見ていくこととする。なお、東北大学の学生として知っておいてほしい東日本大震災からの復興について、重点的に解説することとする。
第1部は主に丸谷が担当し、第2部は主に御手洗が担当する。ただし、第１0回は島田明夫 東北大学名誉教授・災害科学国際研究所特任教授（客員）に主にご担当頂く。
This course teaches “Disaster Management Laws” and covers the fundamental and thorough principles of disaster management. The detailed understanding of “Disaster Management Laws” is recommended for careers in public/private services. This course will be held in Katahira campus with Faculty of Law, Graduate School of Public Policy, and WISE Program for Sustainability in the Dynamic Earth.

This course aims to improve the ability to lead agriculture in Tohoku region and regeneration of Japanese agriculture. Students can deepen understanding for the damage of agriculture, forestry and fisheries by the Great East Japan Earthquake, and learn about researches and technologies leading to reconstruction of agriculture, forestry and fisheries and local community, and prevention against disasters in the future.

東日本大震災による農林水産業や農漁村の被害を理解し、農林水産業および農山漁村の復興や、将来の災害に対する備えや予防につながる研究および技術開発について現場対応型で学ぶ。
1) 座学では、大規模災害による農林水産業、食産業および私たちの暮らしへの影響、ならびに復興に関する課題や必要な技術について理解を深める。
2) 農学研究科附属川渡フィールドセンターを中心として、フィールドにおける生産システムの理解、および先端農学技術の応用について,体験を通して学ぶ。また、グループディスカッションにより農業・農村の復興プランを作成し、提案・議論を行う。
3) 被災地エクステンション：被災地を訪れ、震災の被害内容状況、今後の復興に向けての必要知識を、体験を通して学ぶ。
4) ITを活用できる農業、農業に直結するIT技術を学習することで、東日本大震災による農林水産業や農漁村の被害からの農林水産業や農漁村の復興や、将来の災害に対する備えや予防につながる科学および技術を学ぶ。
To understand the damage caused by the Great East Japan Earthquake to agriculture, forestry, fisheries, and fishing villages, and to learn about research and technological development that will lead to the reconstruction of agriculture, forestry, fisheries, and fishing villages, and to preparedness and prevention for future disasters in a field-oriented manner.
1) In classroom lectures, students will deepen their understanding of the impact of large-scale disasters on agriculture, forestry, fisheries, the food industry, and our daily lives, as well as the issues and necessary technologies related to reconstruction.
2) Students will learn the production system in the field and the application of advanced agricultural technology, through experiences mainly at the Kawatabi Field Science Center of the Graduate School of Agricultural Science. In addition, through group discussions, participants will create, propose, and discuss reconstruction plans for agriculture and farming villages.
3) Extension to disaster-stricken areas: Students will visit disaster-stricken areas to learn through experience the damage caused by the earthquake and the knowledge necessary for future reconstruction.
4) Learn science and technology that will lead to the recovery of agriculture, forestry, fisheries, and fishing villages from the damage caused by the Great East Japan Earthquake and to prepare for and prevent future disasters by learning about agriculture that can utilize IT and IT technology directly related to agriculture.
哲学は、移ろいやすい世の中にあって変わらずにあり続けるものについて、じっくり考える営みである。その一方でわれわれは、まさに現実の生活経験のただ中で、ものを考えるきっかけに出会う。20世紀最大の哲学者と称されるマルティン・ハイデガー（1889-1976）も、日常性から出発してみずからの根本問題を摑みとった思索者であった。この授業では、ハイデガーの思索を手がかりにして、現代における哲学の可能性を考えてゆく。

フィールドを通して、農林水産業や農漁村の震災被害と復興状況に関する理解を深め、将来の災害に対する備えや予防につながる先端農学研究・技術を学ぶ。
1) 農学研究科附属川渡フィールドセンターを中心として、フィールドにおける生産システムの理解、および先端農学技術の応用（現場に適した形での導入）について体験を通して学ぶ。また、グループディスカッションにより農業・農村の復興プランを作成し、提案・議論を行う。
2) 被災地エクステンション：被災地を訪れ、震災の被害内容状況、今後の復興に向けての必要知識を、体験を通して学ぶ。
3) ITを活用できる農業、農業に直結するIT技術を学習することで、東日本大震災による農林水産業や農漁村の被害からの農林水産業や農漁村の復興や、将来の災害に対する備えや予防につながる科学および技術を学ぶ。

1) Students understand agruciltural production systems and application of advanced agricultural technologies through field experiences, mainly in Kawatabi Field Science Center.
Students also have discussion and make a plan of reconstruction of agriculture and rural village by group work.
2) Extension at disaster areas: Field practice in Katsurao village, Fukushima prefecture. Students visit to the disaster affected area and learn about the damage and knowledge essential to reconstruct such areas, through field experience and practice.
3) Students learn about sciences and technologies related to the a preparation for preparation for disaster, agriculture, forestry and
fisheries reconstructions after the Great East Japan . The course topics will be involved to the preparation for future disasters.
本授業では、近代日本の画家たちの現地通信・日記および絵画作品を素材に、従軍者、記録者、あるいは旅行者として中国大陸や朝鮮半島へ赴いた彼らが東アジアという「場」の日常・非日常をどのように写し取ったのかを考察し、そこに見られる表象の推移およびまなざしの政治性を分析してみる。
便宜上、三つの時期に分けて検討し、「異郷」（いま・ここと違う過去・異国）への憧れと心的葛藤を近代国家日本の歩みと重ねあわせて考えてみる。
①明治前期：日清戦争に従軍した黒田清輝、中村不折；日露戦争に従軍した小杉未醒、津田青楓・・・
②明治後期から大正期にかけて（特に1910年代以降）：藤島武二、児島虎次郎・・・
③昭和期（特に日中戦争突入後）：川端龍子、吉田博・・・
※本授業はすべて日本語で行う。外国人の場合、N１程度の日本語能力を必要とします。

本講義では、現代民主政治を分析する上で必要となる様々な概念や理論を解説します。現代日本の政治現象に関する具体例を多く紹介することになりますが、知識の単純な暗記ではなく、理論的背景や国際比較の視点と有機的に関連付けながら理解できるように進めます。最新の研究動向も踏まえたアカデミックな視点を提供することで、本講義が各受講者にとって政治学と日々の現実政治を繋ぐ架橋になることが主たる目的となります。
The aim of this course is to learn about various concepts and theories necessary for analyzing contemporary democratic politics. This course will help students to understand political phenomena in contemporary Japan by relating them to theoretical backgrounds and international comparative perspectives.
