本授業は、少子高齢化の進展等に伴い、近年ますます関心が高まっている社会保障制度の仕組みを知ると同時に、社会保障制度を取り巻く法的問題・政策的課題についての知識を培い、幅広い法的思考力を養うことを目的とする。
This course teaches the basics of social security law in Japan. The goal of this course is to understand social security systems and enhance the ability to consider actual legal and political questions surrounding social security.
本演習は、判例研究・政策研究を通じて、社会保障法制が現在直面している法的問題・政策課題や制度の理念についての理解を深めると同時に、演習内での報告・議論を通じてプレゼンテーション能力・論理的思考力を高めることを目的とします。
演習は、報告班による報告をもとに、全員で議論する方式をとります。
原則として対面で実施します。
資料の配布等は、対面で配布のほか、Google Classroom を利用します(クラスコード：4vnkwpa）。
In this seminar, participants are required to give some presentations on social security law and discuss with the other students. The aim of this seminar is to understand actual questions around social security systems and enhance the abilities of logical thinking and presentation.
本演習では、社会保障領域における重要な裁判例を受講者とともに分析するとともに、近年の重要な法改正や今後の政策の動きについて検討することを目的とする。

2021年度の社会保障給付費は138.7兆円、GDPの25%を超える規模となっている。その財源は、社会保険料負担と税負担により賄われているが、長く税収が伸び悩む中、高齢化の進行により社会保障費が増加し、公債発行額の増大など国家財政を圧迫してきた。国家予算（一般会計）における社会保障関係費は、一般歳出の50%以上を占めており、社会保障の安定財源の確保と財政健全化は同時達成を目指して一体的に取り組むことが必要となっている。このような状況の中で、2012年以降、消費税率の引上げによる増収分を社会保障の充実や安定化に充当する社会保障と税の一体改革が進められてきた。
一方で、高齢期の所得保障や医療ニーズへの対応など典型的なリスクに対応する形で発展し、家族機能や安定的な雇用への依存が大きかったわが国の社会保障システムは、雇用の不安定化、家族や地域社会の紐帯の弱化、女性の労働参加の拡大と出産、育児の両立困難、ひとり親世帯の増加と貧困、学校から社会への移行過程における困難、家族形成の困難と出生の急激な減少、孤立して生活する単身者の増加、住居の喪失や居住確保の困難など様々な新たなリスクが発生する中で、こうしたリスクに直面して生活困難を抱える者への対応も迫られている。特に、急速な出生率の低下に対して、次元の異なる少子化対策の検討が行われ、昨年末に「こども未来戦略」が策定され、2028年度までに3.6兆円という規模の政策の充実が図られることが決定されている。
本講義は、社会保障制度の仕組みと社会経済に果たしている機能、社会経済の変化の中で生じている課題とそれに対する対応などを理解することを通じて、公共政策としての社会保障政策を論ずる際の基礎的な知識や考え方の習得を目的とする。
The purpose of this course is to acquire basic knowledge and ways of thinking when discussing social security policy as a public policy. The detailed understanding of social security policy is recommended for careers in public services.
【目的・概要】
日本及び諸外国の社会保障の概念および理念，医療・福祉・年金等について総合的に概説し、保健医療福祉行政の基本的な考え方・法的基盤及び具体的な施策について講義する。児童福祉・障害者（児）福祉、病院内での医療相談支援、地域医療の様々な問題について、具体例を通して実際の保健医療福祉計画の企画及び評価について学ぶ。また、予防医学が社会保障制度や医療経済に与える影響について将来像とあわせて捉える。
To understand a comprehensive overview of the concept of social security in Japan and other countries, healthcare, welfare, pensions, etc., and the basic concept, legal basis and specific measures of healthcare and welfare administration.
To learn about the planning and evaluation of actual health and medical welfare plans through specific examples on child welfare and disability (child) welfare, medical consultation support in hospitals, and various issues of local medical service.
In addition, the impact of preventive medicine on the social security system and healthcare economy will be captured along with the future vision.
