自治体改革と住民の学び
Municipal Reform and Resident Learning
日本の教育システムを支える法、制度、行政施策は、大きな転換点を経由している。そこには、戦後改革の中から生まれた憲法的価値の転換を図る、グローバル経済に対応した新自由主義的な改革原理と、それに親和的な新保守主義的な原理が融合がみられる。
こうした教育をめぐる構造改革の影響に加えて、社会教育・生涯学習行政には、市町村合併に伴う社会教育の再編、指定管理者制度の広がり、首長部局行政への社会教育行政の包摂、社会教育の学校支援行政への特化など、大きな変化が現れている。
こうした社会教育・生涯学習をめぐる今日的変化と、そのなかでいかなる生涯学習計画の組み立てられ方が実効的であるのか、それが先行研究でどこまで究明されているのかを確認する。あわせて、文献でとらえたことを確かめるために、授業の一部を活用して、地元自治体への調査も予定している。
We will confirm the current changes in social education and lifelong learning, what kind of lifelong learning plans are effective in this context, and to what extent these changes have been investigated in previous studies. In addition, part of the class will be used to conduct a survey of local municipalities.
