国民の厚生の基本となる、医療、介護、年金、障害等、各分野の特性と課題、社会保障制度の枠組みを概説する。各制度の理念、財政基盤、社会情勢の変化、保健医療福祉行政の考え方の変遷、保健医療福祉の計画と評価について、その歴史的経緯を含めて学び、合わせて行政計画の策定・評価法を理解する。
[Overview the social security system of Japan, including healthcare system, care for the aged, pension, and aid for disability. To learn philosophy of each system, a financial basis, a change of fundamentals over decades, planning and evaluation methods including historical backgrounds.]
保健医療福祉行政に関する基本的知識及び考え方を習得する。
[To learn the basic knowledge and point of view of regarding the social welfare and policy in Health care.]
本授業は講義を中心に進めるが、各人の興味のあるテーマについて発表の場を設ける。
[This is a lecture-centered course. Attendants will make a presentation on each theme of interest.]
出席状況や課題レポートを総合的に評価する。

新聞や書籍を通して、授業内容に関する情報や話題を収集すること。
