2016年の「トランプ現象」とBREXIT以来、リベラル・デモクラシーの枠組みの下での政治の暴走、あるいは権威主義への事実上の退行という現象が世界各地で観察されており、デモクラシーの危機が盛んに指摘されているが、2024年は、1974年のポルトガル・カーネーション革命すなわち、いわゆる民主化の「第三の波」が始まったとされる年から50周年に当たる。この間に生まれた「新興」のデモクラシーがどのような状態にあるのかを理解するには、まずはその原点である「波」に立ち返って考える必要があるだろう。本演習では、民主化問題に造詣の深い2人の研究者あるいは実践家の2冊の書物を精読することで、「第三の波」を学術的に解雇したいと考えている。
Since the "Trump Phenomenon" and BREXIT in 2016, the phenomenon of political runaway under the framework of liberal democracy or de facto regression to authoritarianism has been observed in many parts of the world, and the crisis of democracy has been pointed out in an alarming manner. The year 2024, by the way, marks the 50th anniversary of the Portuguese Carnation Revolution of 1974, the so-called start of the "third wave" of democratization. In order to understand the state of the "emerging" democracy that emerged during this period, it will be necessary to first go back to its origin, the "wave". In this exercise, we hope to academically dismiss the "third wave" through a close reading of two books by two researchers or practitioners with deep knowledge of democratization issues.
初回（説明会）を除き、全8回にて完結する。
参加者は各回に指定されたテキストを読んで期限内にコメントペーパーを提出のこと。授業ではコメントペーパーの内容を中心とする質疑や討論を進める。

The course will be completed in eight sessions, excluding the first session (briefing session).
Participants are required to read the assigned text for each session and submit a comment paper by the due date. In the class, questions and discussions will be held mainly on the contents of the comment papers.
１）社会科学的な概念や手法を用いた著作を正確に読みこなすこと。２）テキストの内容理解を踏まえた批判的な読み方を習得すること。３）現代世界の政治について、テキストの内容を応用しながら解釈・分析できるようになること。

最低限の義務としてのコメントペーパーの提出…80％（コメントペーパー1回分を10％と考える）
授業への積極的参加度…20％
１）演習は参加型の授業であり、毎回出席することが前提である。やむを得ない場合以外の私用による欠席や無断欠席が目立つ場合には、不合格とする。
２）コメントペーパーの提出は必須である。全8回のうち未提出が3回に達した段階で不合格とする。
３）平均して2回に1度以上の発言がない者は参加の意欲が低いと見なして参加分の20％を減点する。
Submission of comment paper as a minimum obligation...80% (one comment paper is considered 10%)
Active participation in class...20%.
(1) The exercises are participatory classes, and attendance at every class is a prerequisite. Students who are conspicuously absent due to personal reasons other than unavoidable or unexcused absences will fail the class.
(2) Submission of comment papers is mandatory. A student will fail the course if he/she fails to submit the paper three times out of the total of eight times.
(3) Those who fail to submit comments more than once every two sessions on average will have 20% of their participation points deducted, as they are considered to have low motivation to participate.

１）テキストの内容について、まずは丁寧に読んで理解し、コメントの内容を良く練る。わからない事象や用語にぶつかった場合には、図書館の資料などを使って可能な限り調べをつけておく。余裕があれば授業中に紹介された参考文献をひもといてみる。
２）テキスト全文を入手した段階で、GW等を利用してなるべく早く通読して全体像をつかんでおくことを推奨する。
1) Read and understand the contents of the text carefully first, and formulate your comments well. If you encounter an unfamiliar event or term, research it as much as possible using library materials. If there is room, try to read the references introduced in class.
(2) It is recommended that students read through the entire text as soon as possible after obtaining it, using GW, etc., to get an overall picture.
上記の通り、演習形式の授業では参加が必須であるので、就職活動等であらかじめ出席できない回が多くなると予測される者は、履修を見合わせること。病欠の場合でも、起き上がって活動できる程度の風邪であれば、ハイブリッド方式の授業で対応する。
授業外での事務連絡や提出物の受付はすべてGoogle Classroomを通じて行うので、登録を忘れないこと。
As mentioned above, participation is required in the seminar-style classes, so those who expect to be unable to attend many classes due to job hunting or other reasons should not take these classes. Even in the case of a sick leave, if a student has a cold to the extent that he/she is able to get up and engage in activities, he/she will be able to attend the hybrid style class.
All administrative correspondence and submissions outside of class will be handled through Google Classroom, so do not forget to register.
