民主主義のデジタルトランスフォーメーションを考える
Thinking about the Digital Transformation of Democracy
この講義では、デジタル化が進まない選挙民主主義について検討を行う。とりわけ、デジタル化が進めにくい選挙制度と地方議会制度に焦点を当てる。講義は座学が中心であるが、履修者に報告を依頼する機会もある。デジタルデモクラシーを進めるには、権利保障と行政効率の推進の二兎を追う必要がある。

In this lecture, we will examine Japan's electoral democracy, which has not yet been digitized. In particular, we will focus on electoral systems and local council systems that are difficult to digitize. The lecture will be mainly classroom-based, but there will be opportunities to ask students to give reports. In order to promote digital democracy, it is necessary to pursue the dual goals of guaranteeing rights and promoting administrative efficiency.
